Abstract: Marine emerging contaminants pose a new environmental risk to marine ecosystem health and public safety; therefore, the effectiveness of their governance largely depends on the public's understanding of and preferences for relevant policies. To systematically identify how the public makes trade-offs between different governance pathways and policy objectives, this study utilizes Qingdao, Shandong Province, as a case study and designs policy scenarios based on a choice experiment. Multinomial Logit and Random Parameter Logit models are employed to analyze public preferences for various governance policy combinations. Specifically, the study focuses on public trade-offs along the full-chain “source-process-end-of-pipe” governance pathway, as well as the balance between efficiency and equity. The results indicate that the public generally prefers proactive governance measures, with preferences for policies at different stages ranking as follows: source control, end-of-pipe treatment, process control. Furthermore, equity is valued significantly more than efficiency. Heterogeneity analysis further reveals that respondents with higher incomes, larger household sizes, and prior participation in environmental protection activities exhibit a stronger willingness to support marine emerging contaminant governance. The findings provide important micro-level evidence for building a policy framework for marine emerging contaminants governance.
