Abstract： In response to the strategic deployment outlined in China’s 14th Five-Year Plan and the forward-looking planning for the 15th Five-Year Plan period — which prioritizes the deep integration of culture and tourism， as well as the creative transformation and innovative development （"Two Innovations"） of fine traditional Chinese culture — this paper focuses on the value transformation of fine traditional Qilu culture in regional development. The study examines the internal synergy among cultural resources， industrial economy and social governance， and identifies deep-seated complementarity between the three dimensions in terms of value objectives， supply-demand alignment and operation patterns. Accordingly， this paper proposes the construction of four core mechanisms： industrial transformation of cultural resources， feedback of economic returns to cultural inheritance， embedding of cultural values into social governance， and coordinated linkage of multiple stakeholders. These mechanisms will facilitate the synchronized progress of three goals： the living inheritance of traditional culture， the quality and efficiency upgrading of the cultural tourism industry， and the improvement of grassroots governance efficacy. Ultimately， they will help form a sound development pattern where cultural values， economic benefits and social well-being reinforce one another.
