Abstract: This paper takes the application of AI technology in scenario-based settings as the core perspective, analyzing the application mechanisms of AI in four dimensions: reading scenario construction, cultural resource revitalization, audience service optimization, and communication mode innovation. It attempts to construct an integrated model of universal reading and traditional culture communication relying on AI technology. The research unfolds layer by layer, focusing on the value connotation of scenario-based empowerment, the current status of their integrated development, core integration mechanisms, practical paths, and application effects. Combining specific technologies such as generative AI, virtual digital humans, AR/VR immersive interaction, and big data-driven precise recommendation, it explores feasible paths for optimizing and upgrading cultural services in public libraries. According to practical feedback, AI-based scenario empowerment can break through the limitations of traditional reading and cultural communication in terms of spatial and temporal boundaries, presentation forms, and audience coverage, achieving a mutual promotion of universal reading popularization and the living inheritance of traditional culture.
