摘要：贫困是历史性、世界性矛盾的症结，世界上杀伤力最大的大规模杀伤性武器是贫穷。从世界范围内来看，由贫穷引发的社会矛盾没有得到有效的缓解，反贫困是一场艰辛的持久战。云南的扶贫开发工作取得很大成就，积累了一些宝贵的经验，为新农村建设打下了坚实的基础，为边疆巩固，民族团结，经济发展作出了积极的贡献。但在总结成功经验的同时，要清醒的认识到云南扶贫开发工作的艰巨性和复杂性；贫困面大，贫困程度深，扶贫难度大的状况依然没有根本改变，因此，要按照科学发展观，构建社会主义和谐社会的要求，在社会主义新农村建设中，切实把扶贫开发工作放在更加突出的位置。

Abstract:Impoverished is the historicity,the worldwide basis contradictory crux,in the world the lethality biggest weapon of mass destruction is poor.Looked from the worldwide scale that,contradictory has not obtained the effective alleviation by the poor initiation society,counter-impoverished is a difficult protracted war.Yunnan’s helping the poor development work obtains the very great achievement,accumulated some precious experiences,has built the solid foundation for the new rural reconstruction,is consolidated for the border area,the national unity,the economical development has made the positive contribution.But while summarizes successful experience,must sober understanding to Yunnan helping the poor development work difficulty and complexity;The impoverished surface is big,the impoverished degree is deep,the helping the poor difficulty big condition still does not have to change radically,therefore,must defer to the science development view,the construction socialism harmonious society’s request,in the socialism new rural reconstruction,places practically the helping the poor development work a more prominent position.
