摘 要 长期以来，旅游管理部门对星级宾馆的情况掌握得比较全面，而对社会旅馆的情况知之甚少，难以进行有效管理。本文在全面调查的基础上，对上海旅馆业的发展现状和存在的问题进行了描述和分析，并提出了对策和建议。希望本项研究能够为旅游管理部门和研究者提供参考。

A Status Investigation and Study of Development Countermeasures of Shanghai's Lodging Industry

Abstract：For a long time, tourism administrative department of Shanghai has been making great efforts to acquire allround information of star hotels, but little has been given to the hostels which are found hard to manage efficiently. Based on the results of a comprehensive investigation, this paper provides a description of the current status of Shanghais lodging industry, analysizes the problems it confronts, and puts forward some development countermeasures. It is hoped that these data may provide an important source of reference for tourism administrative departments and researchers in this field.

一、上海旅馆业的现状分析
1．研究对象
通常“旅馆”的外延比较宽泛，包括我们日常所说的“宾馆”、“旅馆”、“饭店”、“招待所”等住宿设施，但出于研究的需要，本文所说的“旅馆”不包含已评定或待评定星级的标准宾馆，主要是指以下3类：
