摘要：政治良心不同于一般职业道德良心，它是国家立法的思想基础，是执政者和全社会的“善良刻度计”。在短期的政治斗争中，政治良心与经济、军事力量相较是弱势的，甚至在与阴谋诡计的相博中也多是靠不住的。但从历史的长过程看，它是指引人类社会前行的最高动力。政治良心与民主政治是统一的。作为长期的执政党，必须具有培育和训练政治良心的强烈意识，同时更要主动承担起实现和弘扬政治良心的历史责任。

Ethical Position and Foundation of Political Conscience

Abstract: Different from ordinary professional conscience, political conscience is the basis for a country's legislation and the standard to measure the goodness or honesty of a governing party and a whole society. Within certain period of political struggle, political conscience is inferior to economic or military strength and is unreliable in schemes and intrigues; however in the long period of history, political conscience is the strongest driving force for human's society because it is closely related to democratic politics. It is of necessity for any political party to make great efforts to cultivate its political conscience as well as to carry on and promote political conscience in order to maintain a long-termed governing power.
