摘要：出租车集体罢运事件的直接原因在于黑车多、份钱高等，而行政垄断体制导致的公司化剥削是其根本原因。应在包括法律法规和行业管理制度体系的制度建设、政府管理及行业管理等方面不断完善，同时，要搭建出租车运营群体利益冲突解决协调机制，及时应对政府、公司与司机三方之间的运营矛盾，尤其是积极妥善地处理出租车集体罢运事件。

Behavior, Cause and Countermeasures for Taxi Going on Strike

Abstract: Taxies going on strike directly comes from too many illegal taxies and black tranche drawings and so on, however, basic cause is that taxi drivers are exploited by their companies because of administrative monopoly system. This problem can be solved by perfecting laws and regulations and management system construction and governmental management, meanwhile, by setting up interests conflict solution mechanism and by solving the contradiction between government, company and taxi drivers.
